Having been found guilty, in his absence, of War Crimes there is now an international Arrest Warrant with his name on it!!  So he can't go to any country with a treaty which could send him to Kuala Lumpur to stand trial.  Of course, Paraguay has no treaty, so he could bolt to his 99,000 acre self contained ranch down there, if things get real tough.!
