Ex President George Bush bought a 99,000 acre self contained ranch on top of a hill in Paraquay. Why there? Well they have no agreements to arrest foreigners, living there, on behalf of another country. They do not extradite either. Clever place to go, just like the Germans did, via Operation Paperclip, at the behest of the Americans.
