But as most of the people are now displaced how is the money to reach them? Roads and rail are useless and aircraft are no good. Helicopters will be in use moving logistical supplies and fixed wing aircraft can' t land.
By the same token stores cannot stock up with their customers needs and will provide for themselves firstly and then make a huge profit selling junk thus using up the Grant money!!
So instead of giving money away why not give more food away??
