BBC iWonder - Lusitania: Who was to blame for the deaths of 1,201 people?

BBC iWonder - Lusitania: Who was to blame for the deaths of 1,201 people?

Passenger ships, crossing the Atlantic were barred from carrying munitions from America to Europe. This rule was continually broken. The Germans discovered what was going on by simply watching the loading docks. They complained about it and were told that their views were false.

Eventually, Germany had had enough and declared all passenger liners to be ships of War and a submarine, shadowing the Lusitania sunk it. There was a huge outcry and Germany was pillored for their decision. However, divers have recently found munitions, still on board the ship, on the sea bed, thus  vindicating the German position.
