Countries have far too much to lose should they embark on Nuclear War. If the launch bombers and fire missiles at each other, just what will be left for the 'winner.' Rubble !This is way there has been an upsurge in surrogate armies who are convinced,for whatever reason, that fighting would be a good thing. Even if they win and take over a country, they are so deeply in debt that they loose all of their resources in payments and their country crumbles round them, leading to further revolution. It just goes on and on with only the military industrial complex making money.
