All that you need is a mobile phone number. There are dozens of sites and you just put in the number,pay a fee and track it. Google maps shows the current location. No ID or any other questions are ever asked.
Both the Americans and the Metropolitan police fly planes round at 5,000 feet and below, tracking and collecting mobile phone numbers, without any warrants. They can listen, but cannot record, due to an error in the fine print of the Law.
Far easier and cheaper just to pump in numbers or set up their own trackers. They could video screens in real time
