It is too easy to wander in to a private aircraft park in America. Owners and mechanics are always moving in and out and anyone wearing a boiler suit and carrying a tool box looks like a mechanic.
Some places are 'guarded' by rent a cops but they are not always at the gate to check who is coming and going. Some actually do rounds and others drink and fall asleep.
This crash happening in Russia when the plane collided with a snow plough while taking off. The normal radio procedure is that all vehicles which go on the runway call the tower for permission The tower controls all ground movements of both planes,trucks and vans.
When planes are coming in to land, they are controlled by local radar, on a different frequency and then told to change frequencies to the Tower, at about 2 miles out. When taking off,the tower gives the plane permission to move onto the runway and hold at the end. If vehicles have been moving about there position is normally checked before plane is allowed to go.
So either the plane did not hold,or the tower did not check or the plough driver moved after the check.
