Debt Collectors

My alter ego is currently being harassed,on the phone, by a debt collector, in England. Someone named Chris has been sending me text messages to contact him.  You may put any strange phone number into the top address space for URL's and if it belongs to a company their details will appear.These people make money by buying up unpaid debt for much less than the face value of the debt. E,G.  You owe £300   They buy it for £30   So if they can get you to pay it they make £270. It's a job I suppose and it is legal.
So this company are phoning me from 8.00am in the morning and sometimes up to three times per day. They fill up an auto dialler with numbers and workers sit at computer screens in the hope that you answer. These dialers only ring 6 times to avoid costing them money by clicking onto voicemail. Needless to say I don't answer the phone.
 I have an old 3g phone but in Settings there is a new "do not disturb' thing that you can click. This is a bit nuke as you get no calls. New phones have a 'block this number' setting on them. You just type in the number and block it ! You can phone your supplier and have a certain amount of numbers blocked.
On older phones, like mine, you must jailbreak them and then find an app to download. Or a neat way is to put the number into your contacts and assign it a special ringtone. So you hear 'old phone' ringtone, you don't even bother with it. All other contacts have your normal ringtone and you get your calls.
There is no law says that I gotta answer a phone!!
They must make an offer to me,by law, before they can go any further.  A wonderful impasse.!  They can't make an offer, because I will not answer the phone.
I live in Scotland and many folks think that English Law covers the whole of the Uk. Well folks it sure doesn't.  I cannot be taken into an English Court for any debt.   No way!  If they produce paperwork to the Court, the Court will REFUSE to hear any case, as I am not domiciled in the Court's jurisdiction.
No English Court decree means no Bailiffs can be sent out. Bailiffs ,by English Law, may only operate in England and Wales. Under Scottish Law they may only come to Scotland   ON HOLIDAY!!
Any English company must engage English solicitors, who in their turn must engage Scottish solicitors, to raises an action in a Scottish Court.    The costs are enormous!  Even if they go through all of this rigmalole I can walk into the Scottish Court  and pay the original debt. The case is then dismissed. As there has been no case, no expenses may be added on !!    Should a judgement be made, in Scotland, it is passed to Sheriff's Officers for collection. There are about 100 of these peeps to cover all of Scotland. You may make an arrangement to pay them by installments.  Should you default they have a right to sell your goods, at auction, to recover the debt. They let you know when they are coming and go round listing a TV £5  stereo £2  and on and on.  Then they let you know when they are coming to pick it up.  If it is still there, of course!!   They cannot invade neighbour's homes on a treasure hunt !!!  So that is the end of that one.!!
There seems to be a big push on to try to get Scottish debtors signed up to payment deals before we become independent. After this independence is declared anyone, living in Scotland, can default on any loan, credit card or whatever agreement where the lender is domiciled outside Scotland.
