If soldiers sit round doing nothing they get bored and frustrated. They then drink and start fights. So their bosses give them stuff to do to tire them out. Move this here and move that there is a favourite.
The British army had a favourite for decades. A 16 ton load of sand would arrive and be tipped off. Then it would be 'discovered' that it was in the wrong place. Damn lorry drivers !!! The lads would then move it and told next day oops it was in the right place after all.!! A Sean Connery film the hill explains this well!!
Another reason to keep moving stuff is to work as psy ops. Suddenly moving loads of stuff from one coast to the other makes it difficult to work out why. If it is on the move,it is also harder to hit
