This voting system is really stupid and is a huge joke in the Uk.  Here is how it works............
At the correct voting age you are entered onto the Electoral Register. prior to an Election a voting card is posted out to your address. You take this along, when you vote, produce it and some factotum draws a line through your name on a big sheet.  Fair enough.................the big joke........ anybody can apply to get on the Register without producing any proof whatever that the name is a real person. You can even sign up on the Internet honest!!  
So it is possible to have loads of names said to be living at 28 Acacia Place, Anytown and they all get a vote!!
But that,as the say, is nothing.................
Credit Cards are issued to people if they pass basic questions put to them on a form.
Do you have an address  Yep    Do you have a phone yep  Are you married? yep  do you have kids? yep
Are you employed yep  Self employed people cannot be contacted for a reference.  Do you have judgements Nope.
The card company checks the voter's roll and there you are with your 20 relatives but they only get a yes or no answer. Phone queries produce ex directory.  Court judgements for a fake name...your kidding me!!!
So the credit cards come through the letterbox.
Another scam is multiple occupancy of a house. The law allows three same sex people to share a room
A three bedroom house can have 12 names at that address............geddit !!@@@   So that is 12 times the number of credit cards coming in the letterbox. Oh and 12 rent allowances for the provision of bed and breakfast for 12 on a 7 day basis  or about £100 a week per person!!!!  It is up to the landlord to report who has left,which, of course they don't do. They then continue to get the payments. If visited, then the folk are out looking for work, if they every lived there in the fist place.
Mortgages and bank loans for property are paid by Social Security and kitted out by using fake credit cards thus providing a nice property portfolio for free!!!.
