Disabled woman died after out-of-hours GP refused to visit, report finds - Telegraph

I cannot understand this decision was just accepted and the person left to die. Why was an ambulance not requested to take the person to hospital???.  The Health Service in the Uk is becoming a very risky business to be a patient within.
