Now a gag on doctors and nurses: Hundreds being prevented from exposing poor care in hospitals by 'Stalinist' rules | 

This is simply an attack on Freedom of Speech. By bringing this in for one group,they are probably going to gradually do the same thing to groups related to hospitals, such as ambulance,fire and police,social workers and so on, until it spreads throughout society.
