Buying up all of this ammo is a clever idea for many reasons. Guns without ammo are useless and become just clubs.  The ones with all the ammo, have all the power.  Buying ammo costs peanuts in the huge budgets. Buying now, in bulk, gets it cheaper than it would be in the future as costs of production rise over  time.
In China and Japan long long ago the Emperors banned weapons. they were they only ones allowed to use them.

By buying up all the ammo money is being pumped into an ailing economy and the money is basically free as the Government bys it from the Fed and will never ever pa it all back. So in effect, the are buying ammo for the cost of the interest on the money borrowed!!  This is the great game!!!  They are getting a money's worth of goods for the lesser interest, which is all the are paying!!!
If they borrow one dollar they must pay back that dollar plus a percentage. They never pay the dollar back, but they do pay the percentage as interest. They buy goods at a per dollar rate but only pay back the percentage interest rate. It is brilliant!!  example

1 + 5% is 1.05 owed   they buy using the 1  but they pay back only the .05  so for every dollar's worth that the buy they get it for 5 cents!!! Because they never pay the dollar back!!!!  only the 5 cents.
