The only ones who will make a load of money from this will be the lawyers. Although BP was the head contractor and it is right and proper to sue them,first. They in their turn will, no doubt, be sueing all contractors involved.. So a result within about ten years might just be possible and by then any fine will just be taken from petty cash!!
By hanging it all out, a charge on future profit can be set aside, annually to pay a fine. So the longer it drags on by appeal after appeal the better they like it!!
