Is this why CIA chief really resigned?

Some decades ago  there was a meeting of minds between the provisional IRA, the Red Brigade, the Shining Path and other terrorists, that each group would do 'jobs' for and on behalf of other groups as long as the 'job' was within the remit of a political action.
As this Libyan building was used to facilitate weapons going into Syria,hence the Turkish delegation meeting prior to the attack,could a group,in Libya, be acting on behalf of a group in Turkey or Syria who, perhaps, don't like the Turkish deal.  Was this attack actually against the Turkish delegation who got out early. Was ir on behalf of the Kurdish group the KKK.
Has an amalgamation taken place in the Middle East of Muslim terrorist groups to do each others activiyies for a common goal. That being a Muslim World
