If they have to provide the cheapest tariff, then there will be only one! therefore there is no benefit for making advanced payments or getting a discount for paperless bills. Nobody will bother shopping about.
Then the companies will claim that the advance money which did come in is now a loss of 'normal' income and just put the prices up!
