If he or his fellow accused set foot outside the USA, they leave themselves open to an International arrest warrant, for them, to be served and for them then to be deported to Malaysia to stand trial.  Paraguay has no treaties, with any countries,so they would be safe on the Shrub's 99,000 acre self contained ranch.  However if they stopped to refuel, they could be in trouble.
