The Zetas are made up of mercenaries and ex special forces personnel and originally worked for just one of the big cartels. They realised that they could make more money doing their own thing and they broke away to go it alone. They are so professional that they can run rings round normal cartel security and they just steal loads from them to sell on for themselves.
