There are just too many of these Health and Safety stories coming out. There should be a crew person on every engine who deems things to be okay or not as far as Health and Safety issues are concerned. This is the second water one.
A more important one happened in Scotland, when a woman fell down a disused mine shaft, while walking home, across a golf course. She was reachable by ladder and the crews were passing things down, by rope, to her. However they were not allowed to get her out!!! Why?  The had to await a specialist mountaineering team. It would have been a simple matter to go down a ladder and get her out, but they had to wait for a rescue stretcher and neck padding. The woman could have made a claim for injury, if an improper rescue took place. In the end she died!!!
