He will probably be told that it is a fire hazard and he has no planing permission to erect a structure.as he allows people inside, he will need a license, fire extinguishers, emergency exits, sprinkler system and smoke detectors. The local authorities will make a fortune out of this one or, more likely, have it pulled down. Of course, they have waited until he finished it!!
