Same as they did when the original banning bill was passed in the very early hours of the morning in 1928. It was called the Hemp Act and they wanted it banned. The Act was not getting any support, whatever, as hemp was so useful. Paper, parchment, ropes, lubricating oil, engine oil and it would run a car engine. It grew absolutely anywhere and needed no attention at all.
So they changed the name from Hemp to Marijuana, which was easily recognised, as a Mexican drug, which, of course, they did ban, thinking it was a different Act.
