Why a new factory? They can't sell any aircraft. Airbus has taken over the civil market. Companies don't have money to buy toys for the boys in the small jet market. The Raptor is a wreck and should be renamed Ruptured. It is obsolete, before it goes into any service as the Eurofighter beats it, easily, as do the Russian and Chinese equivalents.
