I once knew a painting contractor who got the job of painting inside the offices and public rooms of a local Social Security and Unemployment Benefit office building. He used a lot of casual labour as contracts came and were completed. The whole job was painted using people who signed on at other offices in different areas. Now that is skilled labour!!!
