It really is a silly thing to clear snow! Any water freezes and becomes a sheet of ice whereas walking on snow packs it hard and with a topping of either ashes or grit it becomes quite a good footpath.
Shop keepers are told not to clear snow from their store fronts in the UK because should somebody fall after they have done so it is their responsibility in law and not the local council. The shopkeeper created the conditions to cause the fall.
