Call me silly if you like but ain't the Panama Canal full of water? perhaps like the British railway system it is the wrong type of water !!!!
For non UK readers The Railways in UK once put out a reason for trains not moving during snow falling thus:-
"It was the wrong type of snow on the lines." Honestly they actually said that as an excuse.
