Now every good citizen should report a crime or any suspicious activity going on. But to actually receive training and do it as part of an everyday job then this is snooping pure and simple. At one extreme you will have the rejected police applicants trying to report everything to show how could that they could have been on the force. The other extreme being that of the petty neighbourhood vendettas where one person drops a dime on a neighbour stating they are bomb makers just for some payback or revenge.
Either way the police do not have the manpower to even sift through all of the gazzillions of phone calls never mind actually check out all of these reports. So real bombers may be reported but nothing done.
