Many Surgery's provide part time work through job splitting rules giving a lot of people a part time job with no tax or national insurance deducted nor an NI payment having to be made by the Doctors. Each person does a set number of hours at set times so that cover is always there. If someone on mornings needs a morning off they change with someone on afternoons and so lose no money but gain the flexibility.
If a call centre plan is brought in it will be the same set up within a big company with a load of part time workers and a fee will be charged to the doctors for the service. However it will mean linking appointment firms with a surgery computer which could be dangerous.
